In 2005, there were 31,301 female HIV-infected people, and by the end of 2013, the number was 21,051, according to a recent report published by the ministry of health. The drop is said to be connected to the country's emergency intervention to tackle the AIDS epidemic in the early 1990s, which included offering free testing, including to women, and treatment, including to women and children. The new report shows that the rate of HIV infection among men has been steadily increasing over the past decade, from 2,020 new cases in 2002, to 3,077 in 2011, to 3,958 in 2013. The report also states that there has been a fivefold rise in the number of women who tested negative for HIV who are "at-risk," and are offered free treatment. This number is still relatively low, with 1,549 women who tested negative who were considered "at-risk" during the 2013-2014 fiscal year, with roughly two-thirds of them receiving the treatment. However, the number of women who tested negative and were offered the treatment is increasing every year. One of the main contributors to the rise in the number of women who are "at-risk" is the huge increase in the number of women who are incarcerated. In 2013, roughly 47 percent of all female inmates were released, compared to 37 percent in 2006. Women who were released from prison have been linked to a spike in infections among women who have sex with them after their release.
